In June 2025, MeitY published a Business Requirement Document (BRD) for Consent Management under the DPDP Act. This is a technical guideline (not legally binding, but highly informative) that describes how Consent Manager platforms should be designed. It breaks down functionalities such as consent lifecycle management, user dashboards for managing consents, interoperability standards (including APIs for data sharing of consent status), and grievance handling within consent managers. The BRD was released as part of the “India Data Management” initiative and an open challenge to develop Consent Manager solutions. This move indicates that the government is encouraging a robust ecosystem of Consent Manager providers ahead of the Act’s implementation. Companies may eventually choose to integrate with these standardized consent platforms. This BRD provides a preview of regulatory expectations – for instance, it emphasizes multilingual support and accessibility in consent interfaces, as well as secure, auditable logs for consent transactions. Engineering and IT teams in organizations should track these guidelines to align their consent systems with the emerging framework.
