Recognizing that the DPDP Act marks a significant change, MeitY engaged in continuous dialogue with industry and other stakeholders. In September 2023, it
hosted the Digital India Dialogue with tech companies, startups, lawyers, and other stakeholders, specifically to discuss implementation challenges and gather feedback on the necessary Rules. Through these interactions, officials have informally clarified government intentions on several points. For example, they reiterated that companies already following the GDPR or similar regimes will be expected to comply quickly, and that genuine difficulties faced by smaller businesses will be taken into account when setting compliance deadlines. These discussions have not altered the law’s text, but they provide insight into how the government may exercise its rule-making and exemption powers. We have also seen sector-specific regulators (like RBI, IRDAI) aligning their guidelines with DPDP principles to avoid conflicts. Businesses should monitor announcements from both MeitY and their sector regulators for any specific guidance or bridging rules during this transition.
